Arrival and a Canon Question

We have arrived at the cottage and the iPad works with the wifi, which is apparently more important than unpacking to my father. Ascii is on guard against a chipmunk invasion at the screen door and all is well.

I'm going to try to do some writing while I'm here, so I have a Doctor Who canon question. In Blink, when Billy Shipton gets sent back in time by the angels, am I right in thinking that the only reasons he couldn't be rescued by the TARDIS are that a) the Doctor and Martha didn't have it and b) he needed to live through to warn Sally? Like, could someone theoretically be sent back in time and have the Doctor come and bring them back with no ill effects, provided it didn't mess with a time locked event?

That's how I remember "Blink". Yes, the Doctor and Martha didn't have the TARDIS at the time. I thought about whether they could bring him back, and then I wasn't sure whether they might thus be crossing their own time line (I'm not always sure what counts as "the Doctor's timeline" and what doesn't), and I finally decided it was moot because he had to tell Sally what had happened.

Great! I'm attempting a bit of Wholock didn't want Sherlock and John permanently stuck in the past. Hopefully I can get away with a rescue. :-) thanks for replying!
