Maybe a cost cutting measure, downsizing both divisions and merging them into one?

Budget cuts all around. But also I'd like to think that someone like R is still head of the division that mostly handles the fancier gadgets while Q branch is now more computers with abilities to manufacture basic hardware for agents.
