I had this issue when I was watching "Meat" and all the Welsh guest stars were shouting at each other. I kept wanting subtitles as everything felt, "Who is the what at the where now?"
Our local Subway here is owned by a Middle Eastern family, and I cannot understand their accent at all. I'm usually pretty good with accents, but I'm always going 'pardon?' when I'm ordering. It makes me feel like such an ignorant Canadian.
I had a Ioan Gruffudd phase in Grade Eight and I could never understand what he was saying in interviews, either. He has the thickest Cardiff accent. I remember watching Solomon & Gaenor and between the Welsh and the Yiddish and the English with Welsh Accents, I was glad there were subtitles!
