as to Blink, in theory, there's no reason why the Doctor couldn't go back (once he gets the TARDIS) and pick up Billy. ...in practice, this is the man who once took eleven+ years to "be right back"...and has more than once forgotten things. (on the gripping hand, its also possible the Doctor went back, and Billy didn't want to leave)
