Well, he did say he wrote most of the programmes Silva was using, I imagine he'd have what he would consider suitable protocols to counteract them. I don't imagine a wunderkind who's always been the best would expect there to be someone better.
I've been trying to suss out how long Q would have been Q before Bond returns. He's referenced as 'the new Quartermaster', but I don't know if M calls him that because he's brand new or because he's new since Bond left. I'm not entirely sure how long Bond was dead for.
And presumably Q worked in Q-branch before becoming Q, so obviously he wasn't in a prominent enough position for Bond to recognize him as an employee. So, what was he doing?
