I've wondered about this myself. With my limited knowledge of the James Bond world, I'm wondering if perhaps Q branch got revamped all together as a department. Or perhaps two divisions got merged.
Q Department before Craig!Bond was much more oriented around gadgets but now seems more focused on technology overall with an emphasis on cyber warfare. It could be that Q became Quartermaster after the department got overhauled and before he was working in a much more behind the scenes department that focused on analyzing and hacking into enemy systems with little contact with MI6 field agents.
