I wasn't sure if you meant human or AI Jarvis, but then I realized that I'm pretty sure either would work and respond similarly.
I do have a line in my fic about how Tony guesses the dogs don't really acknowledge Steve as their alpha because he's basically one of them and a complete pushover in the face of their cuteness.
I'm just picturing Steve in his Cap get up, sitting in a room full of puppies while they crawl all over his shield and he just smiles like an idiot.

I might try. I don't know how to handle Jarvis though. I'd have to take a guess at what he'd be like, and what sort of daemon he might have. I suppose I could go by comic!Jarvis.
