Dresden Files (TV) + Torchwood OTP: Harry Dresden & Toshiko Sato Tosh deserves someone who will look after her and treat her right and Harry will do just that. They both deal with weirdness on a daily basis and are devoted to their work, so they won't begrudge the other late hours. Plus, Tosh needs to be a little less serious and Harry would make her laugh, and Harry needs someone sensible to hold him back sometimes. The only drawback would be the electrical issue, but maybe she could have a separate place for all her computer stuff.
Merlin + Firefly OTP: Merlin (does he have a last name?) & Kaylee Frye
Merlin deals with so much duplicity and crap on a daily basis that he needs someone who is uncomplicated and says exactly what they mean. Kaylee needs someone genuinely nice who will tell her she's wonderful and mean it. She will call him on his angsty 'it's so hard being the chosen one' moments and he'll make her happy if she gets upset or worried about something by, like, magicking her flowers. And they will be happy and sweet and adorable together and have big-eared mechanic babies.

There are actually several pairings that I think would work between these two shows, likely because they have a similar concept, but I'm going to go with:
Castle + Lie to Me OTP: Gillian Foster + Kevin Ryan Gillian really needs someone who won't mess with her head or cheat on her or betray her and Ryan is a big sweetie who would love her unconditionally and be there for her. He seems like the sort of person who would have a big Irish family full of sisters and been raised to treat women 'properly', plus we know he's a bit of a romantic. Gillian is smart and sassy, like Beckett, who Ryan gets along with well, and they work in similar fields and would understand the stress of each other's jobs and the annoyance of working with people who are a bit outside the box. Ryan is see through enough that Cal wouldn't have much to torture him about, either. Setting aside the Ryan's canon fiancee, I really think these two would be great together.
